Step 1: Prepare for Change and Plan for Success, local health departments will utilize tools to plan for change management, communicate and engage public health leadership, elected officials, public health staff, and community partners on issues related to public health modernization implementation.

Objectives
  • Public health leaders and managers understand the new model and are committed to transitioning to the new model. There is a clear plan and pathway for how staff will be continuously engaged in planning and implementing public health modernization
  • A plan for managing organizational and individual change (within the local health department) has been created and adopted
  • An effective communication plan is developed with audience-specific messaging regarding modernization and related programs.
  • Local and state decision-makers such as elected officials, county administrators and agency directors have been engaged and informed about modernization and are committed to transitioning to this model
  • Community partners have a clearer understanding of the role of public health in the community. Partners understand that public health’s role extends beyond providing safety net clinical services

Critical Strategies

The Understand Public Health Modernization strategy ensures that all public health department employees understand the benefits of public health modernization and are committed to transitioning to the new model. Engaging staff in the transition is essential to advancing public health modernization. In this critical strategy, public health department staff will watch a video introduction to public health modernization and become familiar with the Oregon Public Health Modernization Manual.

During the Develop Change Management Strategies and Plans strategy, local health department managers and leadership will utilize tools to better understand the importance of change management and the best practices for achieving change in their organizations. Leaders and managers will learn the steps of change management and create a comprehensive change management plan that can be used throughout modernization implementation.

Thorough partner and staff communication is important throughout public health modernization. The Plan Communications strategy is the time when local health departments will disseminate information about established priorities and metrics to all partners and staff, ideally through in-person meetings or training if applicable. The communication tools available in this critical strategy can be used in a variety of communication efforts throughout the course of modernization implementation.

The Engage Local and State Decision Makers strategy focuses on local health departments working to inform and engage local and state decision makers such as elected officials, agency directors, and county administrators about modernization. Establishing buy-in and understanding from leadership and elected officials is important in advancing public health and public health modernization. Careful attention to this critical strategy will mean that decision-makers and elected officials will understand public health modernization and be committed to transitioning to this model. The resources available in this strategy are provided to help frame the importance of public health modernization in conversations with these groups. At the conclusion of this strategy, elected officials and decision-makers will have a clear plan for how public health staff will be continually planning and implementing public health modernization.

Engaging partner and community members will ensure that local health leadership, managers, and staff will engage in meaningful conversations and outreach to inform community partners, such as healthcare, Coordinated Care Organizations (CCOs), nonprofits, educational institutions, and, importantly, the general public, about public health modernization. This engagement should lead the community and community partners to have a clearer understanding of the role of public health, including an awareness that public health’s role extends beyond safety net clinical services.
