The Rede Group and the Coalition of Local Health Officials (CLHO) developed the roadmap through a collaborative effort. A panel of CLHO members developed concepts and content to be included in the roadmap, suggested useful tools to include in the roadmap, and provided feedback on tools developed for the roadmap. The roadmap has been designed to be useful no matter what step in the process you are on. This roadmap is a toolkit that provides a step-by-step structure for local health departments to use when working on public health modernization efforts. Public health modernization calls on local health departments to implement core foundational programs and capabilities across the state of Oregon.

When using the roadmap, start at step one and proceed through the steps. The roadmap was designed so that once you have completed steps 3 and 4, you can return to step 2 to begin the process of implementing another foundational capability or program. Each step of the roadmap outlines the steps, critical strategies, and step objectives. Once you are on a step page, click one of the critical strategies to see a description and tools. Tools in this roadmap are designed to be useful for the implementation of each of the foundational programs and capabilities. Although a variety of tools have been incorporated, use the tools that you think will be most helpful in your local health departments’ efforts to modernize.  Click here for an introduction to Public Health Modernization in Oregon.
